You will all be accommodated in gender-separated twin rooms, at Scandic Plaza Umeå. Rooms are prepaid and registered on both names, so the only thing you will have to do is to show up in the reception on the day of arrival and present your ID.

Thursday 25SEP
There will be hosted a common dinner for everyone on the first floor of Scandic Plaza Umeå on Thursday 25SEP from 18:00 – 20:00. We will try to make them keep the food warm so that also you that will arrive from Vasa will be able to join the dinner, even though you might arrive a little after 20:00.
Breakfasts all days
Will be served in the same Scandic restaurant every morning as the dinner on Thursday evening. Friday 06:00-09:30, Sat-Sunday: 07:00-11:00.

- Lunch will be served at Hamnmagasinet on 26SEP and in the forest during the excursion on the 27SEP, according to the program of the day.

Other
Those of you that will not make it to Umeå in time for the dinner on Thursday 25 Sept 18.00-20.00 and/or have a long travel distance on Sunday 28 Sep can purchase food for a reasonable price and be reimbursed for this. We cannot reimburse purchases of alcohol. Save the receipts and send us an invoice along with other costs you might have had for bus or train transport.
For expenses such as bus, train or other reasonable expenses, you can fill in the attached form for reimbursement of those costs and send it to BRYC Coordinator Jens Kristian Øvstebø (jens@barents-council.org) after the conference.
Please send this to Jens no later than Sunday 5th October, by midnight.

The youth voice has never been more crucial in addressing the challenges and opportunities facing the Barents Euro-Arctic region. In this session, young leaders from Norway, Sweden, Finland, and Indigenous communities share their perspectives on how to strengthen youth participation in policy, culture, and cross-border cooperation. Their stories and ideas will demonstrate the power of youth to drive change and build resilient communities.

This session will explore how youth across the Barents region are stepping up to strengthen their local communities and build a safer, more secure future. With a focus on industry and infrastructure, culture and community, and crisis management and Civil Security, this panel highlights how young leaders are shaping civil preparedness from the ground up.

What skills, resources, and opportunities will young people in the Barents region need to thrive in the future? This thematic briefing gathers voices from business, housing policy, and education to explore how we can ensure sustainable living conditions, foster entrepreneurship, and improve cross-border learning opportunities. Together, we will look at innovative solutions that can help young people build fulfilling lives in our northern communities.

This is your chance to shape the future agenda of the Barents Regional Youth Council (BRYC). Through open discussion and collaborative group work, participants will share their priorities, ideas, and visions for the future. Topics include dialogue platforms, Indigenous youth participation, and partnerships with the EU and Arctic stakeholders. Your input will directly influence BRYC:s path ahead.

The session will culminate in the signing of the Umeå Declaration — a symbolic and practical step towards strengthening youth collaboration across borders.

Purpose of the day:
The purpose of Skogsungdomarna’s Day is to provide young people with the opportunity to learn about and reflect on how the boreal forest is utilized and managed. Equipped with this knowledge, they are encouraged to consider how the forest could be managed to balance the various values and needs of future generations. This is achieved through a workshop where participants are invited to discuss and record their thoughts and suggestions on forest management. The results are then presented to Staffan Norin, Head of the Forestry Department at the Swedish Forest Agency.

Iben Nikoline Abild
Hi, my name is Iben, and I am 16 years old from Longyearbyen, Svalbard. I am honored to represent Norway as a speaker at this conference! Growing up with my family and eight huskies has given me a huge love for nature, and I spend much of my free time outdoors, whether hiking, dogsledding, snowmobiling, or ski touring. I also enjoy music, sports, and time with friends, and I have had the opportunity to live a year in the United States with my family.
For the past three years, I have been an active member of the Longyearbyen Youth Council, where I am currently Vice Chair. I am especially passionate about strengthening mental health services for everyone in my community and about making sure youth voices are heard in decision-making.

Liza Vassilieva
Liza Vassilieva is the Youth Advisor at the Norwegian Barents Secretariat, where she works to ensure that young people in the Barents Region have both a voice and ownership in shaping the future. With more than twelve years of experience in international cooperation, youth engagement, and regional development, she has been a driving force behind initiatives that connect ideas, people, and opportunities across borders.
From 2017 to 2021, Liza acted as the coordinator of BRYCand has later also been actively involved in developing the Generation Barents concept. At Generation Barents 2025, shewill present the Secretariat’s role as a grant administrator and resource center, and show how its work can create new opportunities for young people and help their ideas come to life.

Emma Munters
I am a 27-year-old woman from Sweden with a strong passion for forests and sustainability. I study forest science at SLU in Umeå, a field that allows me to explore biology, economics, leadership, and forestry. My main focus lies in sustainable development, particularly within the ecological sphere. Alongside my studies, I lead Skogsungdomarna, a youth initiative that encourages young people in Västerbotten to engage with forestry and environmental issues. Through this work, I aim to inspire others to explore the opportunities and responsibilities connected to our forests. For me, forestry is not only about natural resources but also about building a future rooted in responsibility and care for living systems that are deeply interconnected with humanity

Klajdi Dedej
Klajdi Dedej is a 24-year-old from Sweden, currently serving as Chair of the Barents Regional Youth Council (BRYC). In this role, he works to strengthen young people’s participation in regional cooperation and decision-making across the Barents region. Passionate about justice and equality, Klajdi is committed to creating inclusive spaces where youth voices are heard and valued.
Beyond his leadership role in BRYC, he has been actively engaged in youth cooperation initiatives, cross-border dialogue, and projects that empower young people to shape the future of their communities. Klajdi believes in the power of collaboration, and that meaningful change happens when young people are given the tools and trust to contribute

Azizbek Akhmadjonov
I earned my bachelor’s degree from Umeå University and Northern Arctic Federal University through the University of the Arctic cooperation program, focusing on Arctic studies and international relations. My research explored tourism and regional economic development in Finnish Lapland, as well as Sweden’s foreign policy on exporting education. I later completed a Master’s in Leadership for Change at Tampere University. Currently, I work in the space industry as a Sales Representative, supporting technical sales across EMEA. Alongside my professional role, I am deeply interested in Nordic startup ecosystems and have engaged with communities such as SLUSH and Startup Sauna. I am especially passionate about sustainable entrepreneurship, cross-border cooperation, and empowering youth in the North and the Barents region.

Nils Joel Partapuoli
Nils Joel Partapuoli, 25 years old, born to a reindeer herding family in Orusjohka, Leavás sameby/sámi community.
Vice president in Sáminuorra, the sámi youth organisation in Sweden. Otherwise working as a reindeer herder, project leader and youth representative.
